The International Observatory on Language Rights

The International Observatory on Language Rights aims, on the one hand, to promote the vitality of minority language communities in Canada by urging these communities to take part in the development of their rights and, on the other hand, to acquaint other countries with the Canadian experience by sharing with them how Canada has dealt with its official languages problems. Conversely, the Observatory hopes to help Canadians gain better insight into the linguistic situation in other countries, thereby providing an opportunity to learn from their experience, and offering different problem-solving avenues.
Plus d’une année après ce qu’on a appelé l’officialisation du tamazight en Algérie suite à la révision constitutionnelle survenue au mois de février 2016, force est de constater qu’il ne s’agissait, au fait, que d’une officialisation au rabais, c’est-à-dire une pseudo-officialisation.

En effet, hormis son inscription dans l’article 4 de la Constitution de la République algérienne comme seconde langue nationale et officielle, rien n’a concrètement changé pour le tamazight en Algérie et rien de significatif ne lui a été cédé sur le chemin de l’officialité. L’administration algérienne continue à fonctionner dans un bilinguisme arabe/français1 qui ne dit pas son nom, le tamazight est enseigné dans des zones très limitées comme une matière quasi-accessoire et l’État algérien n’a pas renoncé à l’arabisation comme objectif stratégique.
