The International Observatory on Language Rights

The International Observatory on Language Rights aims, on the one hand, to promote the vitality of minority language communities in Canada by urging these communities to take part in the development of their rights and, on the other hand, to acquaint other countries with the Canadian experience by sharing with them how Canada has dealt with its official languages problems. Conversely, the Observatory hopes to help Canadians gain better insight into the linguistic situation in other countries, thereby providing an opportunity to learn from their experience, and offering different problem-solving avenues.

Pour cette raison, j’avais demandé au requérant de remettre la version française des arrêtés à la Cour. Dans le cas de lois bilingues, les deux versions font pareillement autorité et on doit souvent les interpréter en examinant chaque version pour déterminer l’intention du législateur : R. c. For that reason, I had asked the applicant to provide the court with the French version of the bylaws. In the case of bilingual statutes, both versions have equal force and must often be interpreted by looking at each version in order to determine the legislator’s intention: R. v. Daoust, 2004 CSC 6, [2014] 1 SCR 217.
