The International Observatory on Language Rights

The International Observatory on Language Rights aims, on the one hand, to promote the vitality of minority language communities in Canada by urging these communities to take part in the development of their rights and, on the other hand, to acquaint other countries with the Canadian experience by sharing with them how Canada has dealt with its official languages problems. Conversely, the Observatory hopes to help Canadians gain better insight into the linguistic situation in other countries, thereby providing an opportunity to learn from their experience, and offering different problem-solving avenues.

[5]        Au cours du mois d’août 2013, M. Frémy a déposé une plainte auprès du Commissariat aux langues officielles [le Commissariat] au sujet de son traitement par la GRC. La documentation soumise par M. Frémy dans le cadre du présent dossier ne contient pas la totalité de la correspondance échangée avec le Commissariat. Elle ne contient que certaines pages du rapport préliminaire et du rapport final du Commissaire, qui conclut à la violation des obligations que la Loi sur les langues officielles, LRC 1985, c 31 (4e suppl), impose à la GRC. Elle contient également certains courriels échangés avec l’enquêteur du Commissariat.
[5]        In August 2013, Mr. Frémy filed a complaint with the Office of the Commissioner of Official Languages [the Office of the Commissioner] regarding his treatment by the RCMP. Documentation submitted by Mr. Frémy in the context of this case does not contain all the correspondence exchanged with the Office. It contains only certain pages from the preliminary report and final report by the Office of the Commissioner, which found that the RCMP had breached its obligations under the Official Languages Act, RSC 1985, c. 31 (4 th Supp.). It also contains several emails exchanged with the Office of the Commissioner’s investigator.
