The International Observatory on Language Rights

The International Observatory on Language Rights aims, on the one hand, to promote the vitality of minority language communities in Canada by urging these communities to take part in the development of their rights and, on the other hand, to acquaint other countries with the Canadian experience by sharing with them how Canada has dealt with its official languages problems. Conversely, the Observatory hopes to help Canadians gain better insight into the linguistic situation in other countries, thereby providing an opportunity to learn from their experience, and offering different problem-solving avenues.

INTRODUCTION

Dans la dernière biographie consacrée à François Mitterrand2, qui paraît opportunément en pleine crise ukrainienne, on découvre l’influence qu’a exercée Maurice Barrès sur le futur président. Dans son célèbre discours de 1899 « La terre et les morts », il en appelait à l’appartenance, non à une patrie abstraite, mais à une « France de chair et d’os ». L’union des Français devait à ses yeux s’exprimer par la polyphonie des provinces, des régions, des terroirs qui concourent au génie de la nation : « Respecter les particularités locales » était un impératif. Qui s’étonnera après cela que François Mitterrand ait lancé les lois de décentralisation en 1981 ? Quelle coïncidence que la découverte de cette ode au régionalisme au moment d’aborder l’histoire d’un pays qui a tant souffert de sa centralisation.
